Star Ray TV Duels CRTC for Licensing

Two years ago, Jan Pachul turned on the transmitter of Star Ray Community Television in the Main-Gerrard East neighbourhood of Upper Beaches, Toronto. The two years have been tough ones with Star Ray TV producing hundreds of hours of programs on a shoe-string. Despite the efforts of the CRTC to close it down, Star Ray TV has managed to entertain and inform a lot of people. Pachul is genuinely excited when viewers call him from as far away as Weston Road and Lawrence to tell him they appreciate Canadian content in prime time, horror movies, political panel discussions or other inspiring shows. Until now, none of the good will Star Ray TV has generated with local viewers seems to have meant much to the CRTC. All that appears to be changing. A letter from the federal regulatory agency is reason to hope that Star Ray TV will finally be granted either a license or an exemption as a low-power TV station in the area.

“They seem to have come around to our way of thinking,” Pachul says cautiously.

Viewers are supportive, the Toronto press has given lots of ink and the big broadcasters have even done a number of stories on Star Ray Community TV. With neighbours rooting for the station, Star Ray TV is hopeful the CRTC will finally allow it to gain the legitimacy as a Canadian community access television station it deserves. Stay tuned.
