Dear Secretary General of the CRTC,

Thank you for your letter of June 15, 2001. We are very pleased you are going to finally recognize us for our commitment to Canadian community access to the public airwaves.

Industry Canada long ago recognized Star Ray TV as an “innovative” high efficiency/low power community television station. They know we want to remain a Canadian community-based station with fewer than 5000 watts of effective radiated power. They say we meet and surpass all the standards required to be a low power television station.

We believe we deserve a CRTC license, but you’ll probably just give us an exemption because we’re just low-power television and don’t broadcast outside the city of Toronto, let alone the province. So why should a federal body have to regulate a municipal or provincial jurisdiction? That doesn’t really make sense, does it? That would mean we are paying three levels of government to do the same job.

Just leave it to the city, they’ve told us they want us to broadcast the “City Hall Proceedings” live! The city of Toronto is our audience and recognizes us for our Canadian community programming.

Shows like, “After Midnite,” “Creature Feature,” “Public Forum,” “Bus and Trolley Time” and “The Arts” are acknowledged to make Star Ray Community Television the competitive leader in the Canadian community television industry.

Our broadcasts of local walking tours, minor league hockey, street interviews, doggy birthdays, the Easter parade, and other public events like TTC meetings and election debates as well as our community marquee or our viewer’s bill of rights should prove STAR RAY TV doesn't really need to be regulated by anything other than common community decency.

So we thank you for this opportunity to do the work we so much love ... by granting our license or giving us an exemption.

We thank you and our community supporters thank you for allowing Canadian communities access to the public airwaves. Without this freedom of speech and freedom of the press and broadcast we would not be able to discuss the issues we need to in an open way to make important life decisions or just enjoy ourselves.
