Dear Secretary General:

1. As an active member in Canada's thriving communications industry I am outraged that we have such a goon squad approach to suppressing free speech. This intervention is in support of Star Ray TV and I ask the CRTC to back off on this systematic, institutionalized bullying of an innovative broadcaster. Jan Pachul's lawful enterprise should be supported and encouraged.

2. I have personally visited and appeared as a guest from the Yukon on this innovative TV station www.srtv.on.ca located in Toronto, pitching the Yukon and Canada as a nice place to visit and "stay another day." From Star Ray TV's studio I met with some young, wonderful and exciting talent. All that will be coming to a close as the CRTC forces this station's signal to go DARK, for no other reason than to stifle free speech and reinforce corporate America's dominance of our abundantly free airwaves.

3. Please support law-abiding citizens trying to make our communities a better, healthier and safer place to live.

4. Jan's station is being bullied the same as our small rural broadcast in the Yukon. We are hurting no one, benefiting many, without costing the taxpayer a single cent, and there is abundant radio spectrum available.

5. Our Yukon based broadcast application was presented FEB 1999 for community Radio and TV directed to remoter rural viewers located in Tagish and Whitehorse, by Robert G. Hopkins.

6. These applications were entirely rejected, without explanation after 4 rounds of interventions, during 2½ years. CRTC is in the process of exterminating and condemning Canadian broadcasters that don't sing Corporate America.

7. It is noteworthy that ALL technical requirements were approved IN WRITING by Industry Canada.

8. In a letter dated April 2, 2001 our MP Larry Bagnell asks the CRTC (cc'd Madame Premier Pat Duncan) "In particular, based on the following, "it is notable that no other broadcaster caters to this market". I cannot imagine (based on the only information I have which is the attached e-mail) why this application would have been rejected." To date no explanation or follow up is forthcoming. Nothing. Yet we are encouraged to be innovative. What gives?

9. Canadian losers include: Aboriginals, Youth, seniors, local access, safety, education. There is a very long list.

10. There is a lack of innovation and a very narrow field of vision that is discouraging individuals like Mr. Pachul.

11. US Broadcasting Model Auctioning off Canadian radio spectrum, on a national scale to the highest bidder. The information highway in Canada is controlled by corporate America.

12. LPFM Blunder in US results in Only religious stations permitted

13. Reduction in local and regional services, CBC discontinuing Vancouver services, haven't seen the Vancouver news for many months RCI sign off in Pacific Region and listening the next day to VOA for Canadian content details

14. Stopping clear "C" band transmissions, disconnecting rural Canadians and a huge market in the US. This is just another example of the dismantling of our broadcast network. Terminating a good service for unjust cause.

15. DBS is too expensive for what you get and contains way too much advertising to the point that it is just a blur of distraction. Hint: I would be willing to subscribe to DBS channels if they would REMOVE the advertising. I would be willing to pay for this service, but must raise caution that my earning years are coming to a close and time is against this particular revenue stream.

16. Observations there is more Canadian Content on American TV, than our own abundantly free airwaves.

17. General Telecom infrastructure being built that provides reduced services, antiquated capabilities and at a higher cost to the consumer. CRTC funds one of the biggest corporate bailouts from the high tech stock adjustment.

18. CRTC is running a scam from Ottawa, ensuring that there is only one voice to be heard on Canadian airwaves, and that voice is 100% non-Canadian.

19. If you will excuse us, Candian Broadcaster Jan Pachul of Toronto, Ontario and Candian Broadcaster Robert G. Hopkins of Tagish, Yukon Territory have our community Radio and TV stations to look after. This exercise is doing nothing productive for Canada except gain a few more pensionable years for your overpaid, redundant office clerks.

20. With all due respect, go harass someone else, in another country, at your own expense, on your own time.
