Dear Secretary General:

1. I am writing to express my thoughts and feelings regarding a notice of public hearing: CRTC 2001-8: Jan Pachul.

2. It was with great dismay to read that the CRTC has issued a 'cease and desist' order to Jan Pachul and Star Ray TV. For some time, I have enjoyed the community non-cable broadcasts of Star Ray TV. Being that I do live in Star Ray TV's immediate broadcasting range, I have had the great fortune of enjoying locally based community programming, specific to my neighbourhood. The type of programming offered by Star Ray TV is unparalleled. On regular cable television, I have not seen this type of programming, which quite frankly, is unfortunate.

3. Community based broadcasting like Star Ray TV, enhances the communities it serves. It has constantly provided its viewers with locally based community events such as: parade coverage, local sports (Ted Reeve Arena), excellent movies, and fun filled programs like: Creature Feature. This type of broadcasting is simply unavailable on the television dial (VHF/UHF frequencies) here in Toronto. I have not seen, even on Rogers Cable TV 10, anything even remotely close to what is offered on Star Ray TV.

4. Jan Pachul has also been very welcoming. Any inquiries I have made to Star Ray TV, have always been answered. He has welcomed me to visit Star Ray TV to inspect the facilities, and he has offered volunteer opportunities; something of which I have not encountered at other television stations here in Toronto. For these reasons, and many more, Star Ray TV is community television that includes me as well as my neighbourhood. For the CRTC to place a cease and desist order on Star Ray TV would be a blow to our community.

5. The channel 15 UHF broadcast, has not interfered with any of my other television reception (cable/air), or radio reception whatsoever. If there were any concerns regarding channel interference, I have not experienced any; my residence is less than 3 kilometres from the broadcasting antenna. I am quite satisfied with Star Ray TV and the signal I am receiving.

6. It is with sincerity that I personally request that the CRTC overturn the decision to have Star Ray TV terminate its broadcasting. I am hoping that my letter of intervention will give the CRTC, a viewer's perspective, and reconsider the cease and desist order (CRTC 2001-8: Jan Pachul). To lose this type of television broadcast would be a great loss to our neighbourhood. It is doubtful that any other television station within the metropolitan area would consider the type of community programming currently being offered by Star Ray TV.

7. Please consider this letter one of support for Jan Pachul and Star Ray TV.

8. Thank you Ms. Menke for taking the time to review this letter. It is hopeful that the CRTC will reconsider without prejudice, rescinding the order against Star Ray TV.

9. Please overturn the 'cease and desist' order for the sake of our community, and allow Star Ray TV to broadcast uninterupted for our viewing enjoyment. Thank you very much.
