(ii) Quickly, i would like to say that if the CRTC is to reflect values of a so-called democracy, then it is obliged to allow smaller community television station to thrive. These station allows alternate voices to be heard, voices which are not heard in conventinal media. If we are to be a democratic country, then we must allow everyone the oppertunity to express themselves when it is given to them.
