Appendix 5 Schedule F Involvement With Independent Producers "Easy Access" for local producers is a cornerstone of our programming concept. The main problem facing independent producers is getting enough airtime to show their work on a consistent basis. An independent producer is a business person who must carry on activities in a consistent manner. We will encourage and develop independent producers from Greater Toronto and its broadcast area. Distribution of content to a specific time in the broadcast schedule is what permits the sale of advertising, and determines pricing. Programming acquisition and payment to independent producers is based on the value of the content to advertisers. If a producer can sustain a relationship with advertisers over a period of time, this will determine content and demographics. We will share the advertising inventory with producers on a contract basis. There are 12 minutes of advertising per hour for a total of 24 thirty-second spots This time may be split on a 50 / 50 basis or as determined in the contract. We will also sell blocks of airtime at a reasonable cost to program producers that meet our guidelines and format. Our programming schedule presently has sixteen hours of independent producer access time available. We wish to develop artistic expression by training contributors in use of the station equipment. It is not the technology, but the ability to use the technology which develops a sustainable skill. This is a blend of technical expertise and creative interpretation. Specific examples of proposed independent produced shows on our channel are: 1. City of Toronto City Hall Activities - Producer: City of Toronto 2. Daily Edition of "Tomorrow Today" - Producer: Airtime Multimedia 3. "Vibeplus" - Producer: Cherl MacKenzie 4. "A Sense of Place" - Producer: Oliver Zielke 5. "The Superior Fishing Show" - Producer: Com Video of Thunder Bay We are sure that more independent producers will be identified once we become better known through the application process. |
