1. I would like to support Application (199812524) by JAN PACHUL, 204 Main Street, Toronto, Ontario, M4E 3V4, for a broadcasting licence to carry on an English-language low power television programming undertaking at Toronto, to feature neighbourhood-level broadcasts, as described at http://www.srtv.on.ca/inter.html and http://www.srtv.on.ca/msst.html

3. I am the president of a neigbourhood enhancement group called the Ashdale Village Resource Group in East Toronto. The area contains 650 dwellings and a population of about 2000 people. The AV Resource group has been active since February 1998. It holds meetings of residents and publishes a newsletter to all residents about every two months.

4. This email is my personal opinion, but I will email it to about 12 residents and discuss it with others.

5. I'd like to see a community-based TV service serving our area. The megacity phenomenon defeats people's sense of belonging to a community or a familar, identifiable home area. The TV station would highlight the identities of different neighbourhoods. It would encourage inter-neighbourhood cooperation and sharing of resources. Friendly rivalry might occur during efforts to improve the different environments.

6. Examples of events that our residents might participate in are:

(a) Inter-neighbourhood discussions to compare local experiences with waste management, traffic calming, grafitti and crime, commercial invasion of residential areas, air quality, racism, sexism, and many other issues. (b) Workshop broadcasts teaching neighbourhood leaders to publish newsletters and set up email groups such as Ashdale Village has now. (c) TV coverage of eyesore areas and beauty areas in full colour so that the contrast encourage beautification. (d) Broadcasting of interviews with local people who are exemplary in helping their communities, and with others who are degrading the area, to make them known to residents so that appropriate treatment of them occurs. (e) City councillor broadcasts and interviews, allowing local volunteers and residents to discuss issues to action.
