Dear Secretary-General: We are a non-profit, charitable organization that is involved with the promotion of the messages of Mary, the Mother of Jesus in all her contemporaneous apparitions around the world, particular those in Medjugorje, central Bosnia-Herzegovina. We have known Mr. Jan Pachul for over 10 years now. Since that time we have been purchasing commercial audio and visual equipment from him as well as getting our machines serviced from him through his company, North Star Media. In the last 2-3 years we have been made aware of his intention to establish a local community television station entitled "Star Ray TV" and have witnessed his unilateral skill in getting this off the ground. Mr. Jan Pachul has earned praise for single-handedly establishing and simultaneously running a 24 hour, 7 day a week television station. That he can manage and operate the station by himself with very limited funds is an incredible feat. Even his ardent critics will admit that what he has accomplished by himself is rare in the annals of Canadian broadcasting. Perhaps the constant media attention he engenders is a testament to his creative abilities. Notwithstanding the serious legal ramifications of his actions to continue broadcasting without a licence which arguably runs contrary to the laws of Canada and the regulations of the C.R.T.C., we hope that this country can somehow utilize the immense creative and technical talents of Mr. Pachul in a way that will facilitate the advancement of broadcasting in Canada whatever the outcome of this unfortunate situation. We have seen too many talented individuals in recent years flee to the United States because of better opportunities south of the border.
