Independent community television is a vital and relatively untapped resource for Canadian citizens, because local issues matter and need discussing on a broadcast level. 2. Star Ray TV is a chance to localize television in the megacity, and the megacity greatly needs localizing. If you know Mayor Mel Lastman, ask him, and I bet he'd agree with me. 3. Local topics for public discussion include the environment, education, health, such "community" issues as daycare, senior citizen care, local festivities, co-ops, poverty and other family concerns. These are important issues that need addressing on a broadcast level. 4. I see no reason why a licence should not be granted to Star Ray TV. If for some reason licence is not granted, please inform me of the reasons why, in writing. 5. Thank you.
